Liberal Democrats accuse Gordon Brown of breaking his promise to the world's poorest people.

In September, Prime Minister Gordon Brown stated that a commitment of 0.7% of Gross National Income to overseas aid would 'in future become law'.  The Liberal Democrats have accused him of effectively abandoning his promise.

In the Queen's speech yesterday however, 0.7% was presented as a draft bill, making it highly unlikely to pass through parliament before the next election.
