We will work with other governments and institutions as opportunities and needs arise. At this stage the secondary targets identified are major EU Member States including France and Germany.  We also want to sustain and strengthen leadership and maintain momentum within the UK, Netherlands, OECD Development Assistance Committee, International Financial Institutions and key elements of the UN system.
