Belgium scores 23.4%, placing it in the poor category. It ranks 21^st out of 49 bilateral organisations. It performs well on commitment to aid transparency and planning information at the organisation level. At the activity level, Belgium performs best on the provision of project documents but lags on basic activity and financial information. It does not publish performance data systematically for all its activities, scoring no points for this sub-category of indicators. Of the 22 indicators that take format into account, only one – disaggregated budgets – is published in a machine-readable format, in Belgium’s Forward Spending Survey report to the OECD DAC. Overall, Belgium does not score on 21 of the 39 indicators.

RECOMMENDATIONS

• Belgium should begin publishing to IATI in early 2014 as planned, so it can aim for full implementation of the IATI standard by the end of 2015.
• The Belgian Development Agency should make information on its aid activities available through the government’s open data portal. It should publish project documents and performance data consistently for all its aid activities.
• Belgium should consider joining OGP, which currently includes 17 EU Member States. This would be an opportunity to share best practice in open data and open government approaches with peers in the EU and with partners who receive Belgian aid.
