Brazil scores 11.8%, placing it in the very poor category. It ranks 38^th out of 49 bilateral agencies. It is trailed by China, the only other south-south cooperation provider covered in the Index, by nearly 10 percentage points. Although ABC’s projects database includes some basic information, it is very limited. Brazil performs poorly on activity-level financial information and performance data for which it does not score any points. It does not publish project documents consistently. Brazil’s performance at the organisation level is similarly poor. It does not score on financial information and performs poorly on planning information, scoring on just one indicator (procurement policy). Of the 22 indicators that take format into account, Brazil publishes none in machine-readable formats. ABC declined to comment on the survey, noting that information on Brazilian south-south cooperation can be accessed from the COBRADI reports.

RECOMMENDATIONS

• Brazil should publish information on its south-south cooperation in a timely, accessible, comprehensive and comparable format.
• It should update its OGP National Action Plan to include commitments to transparency of its international cooperation, including implementation of the IATI standard.
• Brazil should work with other south-south cooperation actors to develop specific guidance and an extension to the IATI standard for south-south cooperation.
