Bulgaria performs very poorly on the Index, scoring only 5.7%. It ranks 45^th out of 49 bilateral organisations. Bulgaria scores on just one indicator at the activity level – tenders – which is not assessed on a per activity basis. It is one of just five organisations to score zero on four out five sub-groups of indicators at the activity level. Its performance on organisation level information is similarly poor, scoring for just one (procurement policy) of eight indicators at this level. Of the 22 indicators that take format into account, none are published by Bulgaria in any format. The MFA did not respond to requests for feedback during the data collection process.

RECOMMENDATIONS

• Bulgaria should join IATI and publish an implementation schedule by early 2014 to include plans for publishing to the IATI standard. It should begin publishing its aid data in accordance with the IATI standard in 2014 so it can aim towards full compliance by the end of 2015.
• It should start publishing activity level information on its ODA spending, including project documents and performance data.
• Bulgaria should update its OGP National Action Plan to include commitments to aid transparency and implementing IATI and should engage in the EU-13 project for enhancing ODA reporting capacity and systems to ensure it includes the full IATI standard.
