China scores only 2.2%, placing it in the very poor category and at the bottom of the Index ranking. It scores on just one indicator – for having a Freedom of Information act. While it is understood that MOFCOM has an internal database of projects, no comprehensive listing of all its projects is publicly available. There are a few project case studies highlighted in the Chinese EXIM Bank’s annual reports, but the information provided is very limited. The 2011 White Paper provides some figures on thematic spending by China and allocation by region but the information is aggregated and not current and therefore could not be taken into consideration for the Index. MOFCOM declined to comment on the survey noting that China is a south-south cooperation partner and not a donor and therefore is not eligible for the Index assessment.

RECOMMENDATIONS

• China should publish information on its south-south cooperation in a timely, accessible, comprehensive and comparable format.
• It should consider joining OGP and develop a National Action Plan that includes commitments to transparency on south-south cooperation, including implementation of the IATI standard.
• China should work with other south-south cooperation actors to develop specific guidance and an extension to the IATI standard for south-south cooperation.
