Cyprus scores only 6.5%, placing it in the very poor category. It ranks 44^th out of 49 bilateral agencies. It is the only organisation covered by the Index to score zero for commitment to aid transparency. Although CyprusAid’s website provides some information on its development cooperation spending, the information is very limited, resulting in its poor performance on the Index. It does not score any points for organisation and activity level financial information, or for the provision of project-related documents. It publishes its organisation strategy and allocation policy but performs poorly on other indicators related to organisation planning. Of the 22 indicators that take format into account, none are published in machine-readable formats. Cyprus does not score on 31 of the 39 indicators.

RECOMMENDATIONS

• Cyprus should join IATI and begin publishing to the IATI standard in 2014 so it can aim towards compliance by the end of 2015. It should produce an ambitious implementation schedule by early 2014 that aims to fully implement the IATI standard by the end of 2015.
• Cyprus should consider joining OGP, which currently includes 17 EU Member States. This would be an opportunity to share best practice in open data and open government approaches with peers in the EU and with partners who receive aid from Cyprus.
• It should engage in the EU-13 project for enhancing ODA reporting capacity and systems to ensure it includes the full IATI standard.
