OVERVIEW

Switzerland is an original IATI signatory but is yet to start publishing information to the IATI standard. SDC updated its implementation schedule in July 2013 to include moderately ambitious plans for IATI implementation, although the schedule does not specify the licence under which the information will be published. As per the schedule, SDC plans to publish 45% of IATI fields. However, this does not include added-value fields such as project documents and performance data. A new website for SDC is under development and planned for launch in May 2014. It is envisioned that this new website will streamline information from SDC’s country offices with information held by its headquarters. The Swiss government launched an open data portal – opendata.admin.ch – in September 2013 but the portal is yet to include information on its development cooperation spending. Switzerland has not joined OGP.

ANALYSIS

Switzerland scores 18.1%, placing it in the very poor category. It ranks 26th out of 49 bilateral agencies. Its best performance is on organisation planning and commitment indicators. It lags on organisation financial information. Although SDC has a projects database that provides basic activity information, its performance is weak on activity classifications and performance data, for which it does not score any points. Of the 22 indicators that take format into account, none are published in machine-readable formats. Overall, it does not score on 19 of the 39 indicators.

RECOMMENDATIONS

  • Switzerland should join IATI and aim to begin publishing to the IATI standard in 2014. It should update its common standard implementation schedule by early 2014, to include plans for full implementation of IATI by the end of 2015.
  • SDC should make information on its aid activities available through the government’s open data portal.
  • Switzerland should consider joining OGP. This would be an opportunity to share best practice in open data and open government approaches with peers in the development community and with partners who receive Swiss aid.
