OVERVIEW

UN OCHA is a coordinating body for humanitarian aid flows. Multiple sources of data have been used to assess OCHA, including IATI data published through the Financial Tracking Service (FTS), a clearing house of information on humantarian aid flows, and information on OCHA’s role as a donor and manager of pooled funds available on OCHA’s website. OCHA’s efforts to publish information on its activities must be understood in the context of its organisational structure and its many roles – as a recipient of donor funds; a humanitarian donor; a manager of three pooled funds; and a secondary publisher of information on humanitarian aid flows. In most cases, provision of data to the FTS is voluntary so OCHA’s responsibility for publishing high quality data through the FTS should be understood in this context.

OCHA should be congratulated for being the first humanitarian agency to begin publishing data to IATI in February 2013. It should also be commended for implementing an extension beyond the current IATI standard to cover information on emergencies and appeals. The FTS IATI data is published live out of its database. OCHA published an unambitious implementation schedule for FTS, planning to include only 32% of IATI fields, but this may be a reflection of the level of information provided by donors to FTS. IATI data could be a useful way to populate FTS, improving the quality of information already held there. OCHA could also report fields for its own data.

ANALYSIS

OCHA scored 41.7%, placing it in the fair category. It receives higher scores than ECHO for publishing activity documents, financial data and performance data, but scores lower on activity classifications and organisation financial data. While the nature of humanitarian operations means that long-term forward planning data is unlikely to exist, data for the current fiscal year is available, but only in PDF format. OCHA does not score on nine of the 39 indicators included in the Index.

RECOMMENDATIONS

  • OCHA should improve its publication to IATI so it is comprehensive and uses all fields, including an organisation file, forward-looking budget and performance data, links to activity documents and information for the pooled funds it manages.
  • It should update the FTS implementation schedule so it is more ambitious. It should also make publicly available its own implementation schedule by early 2014, aiming for full implementation of the IATI standard and monthly publication by the end of 2015.
  • OCHA should work with other humanitarian aid organisations such as ECHO, the IATI Secretariat and donor organisations to ensure IATI fully meets the needs of humanitarian aid operations and to promote the standard within the humanitarian community.
  • It should publish a disclosure policy in line with best-case practices on the exceptions for commercial interest and third parties and internal deliberations and appeals processes.

Agree with OCHA that this criteria is not applicable to FTS, but not for the reasons stated. Tied aid does apply Expand...to some bilateral humanitarian aid (procurement of relief commodities, commonly food, drugs and medical supplies may be tied to donor government based suppliers). Its more the case that as a third-party service marshalling information reported in a voluntary basis, they are not in a position to determine whether funding is tied or not and would need to add this as a reporting requirement. With respect to OCHA as manager of pooled funds, aid is never tied.

If referring to audits, these are available publicly (see below). A range of other evaluations are conducted by various bodies (i.e. Expand...field evaluation missions by the OCHA Donor Support Group). CERF evaluations are available online. All CERF/ERF/CHF evaluations are published online (including the CERF 5 year evaluation from 2011 and the ERF global evaluation from last year). CERF also commissions 3-5 individual and independent country reviews each year to determine the added value of CERF in those countries in the past year. These reviews are also published online on the CERF website.

This is confusing. This seems to relate to OCHA's contracts for good and services for OCHA's own operations. But shouldnt their Expand...contracts with pooled funding recipients also be included here? Also not sure it can be the case that all procurement is handled via Geneva, many goods and services are procured locally or regionally through competitive tender. Are these published anywhere?

As per the methodology we look for information on the largest recipient country. We understand from the latest available annual report Expand...that the largest recipient country in 2011 was Sudan.

Agree but note that the Work Plan captures only part of the total humanitarian funding flows to a country in which Expand...they are in effect. Therefore, funds will be tracked in the FTS, for which there is no corresponding reporting on results in the Work Plan. Also note that Appeals and Work Plans are only applicable in a limited number of crisis-affected countries so UN appeals are not an effective global monitoring tool. In the case of Sudan, CHF funded projects must be in the appeal, but not so for CERF and ERF funds, which may fund projects outside of an appeal.
