The Czech Republic scores 29.5%, placing it in the poor category. Ranking 24^th out of 50 bilateral organisations, the Czech Republic is the most transparent of the EU-13 Member States. It performs well on organisation-level information, scoring on all indicators and well above the Index average for organisation financial information. At the activity level it scores well above the poor category average on provision of project documents, but poorly on performance information (results, conditions and impact appraisals) and financial data, scoring on only one indicator across these sub-groups. Of the 22 indicators that take format into account, just under a third are published in machine-readable formats. The Czech Republic does not score on 13 of the 39 indicators.

RECOMMENDATIONS

• The Czech Republic should join IATI and begin publishing to the IATI Standard as soon as possible in order to meet the 2015 deadline. It should update its implementation schedule so it is more ambitious, with specific timelines and delivery targets, aiming towards full implementation of the IATI Standard by the end of 2015.
• In the short term, it should use the EU-DEVFIN platform, which aims to enhance EU-13 ODA reporting capacity and systems, to publish current data in accordance with the IATI Standard. It should work to publish directly from its own systems by the end of 2015.
• The Czech Republic should update its OGP National Action Plan to include ambitious commitments on aid transparency.
