OVERVIEW

The EBRD is an international financial institution, entrusted with public funds to promote transition in its countries of operations, namely in central and eastern Europe, central Asia and the southern and eastern Mediterranean. The Bank is accountable to its shareholders, which include countries from both the region and the rest of the world, plus the EU and the European Investment Bank.

The EBRD has not joined IATI and is yet to begin publication, however it is a member of a working group that is developing specific guidance for IFIs on publishing to the IATI Standard. Information on development finance provided by the EBRD is available in a database which includes project summary documents. In addition, a list of all investments to date by country, portfolio class, sector, type of financing, date of signing and amounts is published in machine-readable format as part of its annual report. After carrying out a review of its Public Information Policy in 2014, a revised policy has been adopted. This includes a presumption of disclosure but does not include an independent appeals process for refused requests. The specific harm tests or public interest overrides that apply to the exceptions listed in the disclosure policy and when these would apply are also unclear.

ANALYSIS

The EBRD scores 24.5%, placing it in the poor category. It is the lowest ranking of the 17 multilateral organisations included in the ATI. EBRD performs best on organisation planning information, with scores above the poor category average. It lags on commitment indicators, organisation financial information and basic activity and classifications information. It is the only IFI that does not score for forward-looking country budgets. Although impact appraisals and results information could be found for some activities, this information was not found consistently for all activities assessed. Of the 22 indicators that take format into account, five are published in machine-readable formats and nine in other formats. Overall, the EBRD does not score on 14 of the 39 indicators.

RECOMMENDATIONS

  • The EBRD should join IATI and begin publishing to the IATI Standard in 2014.
  • It should publish an ambitious implementation schedule, with specific timelines and delivery targets, aiming towards full publication of the IATI Standard by the end of 2015.
  • The EBRD should continue to work with IATI to develop specific guidance for IFIs and share best practice on publishing to the IATI Standard.
