OVERVIEW

The IMF has been included in the ATI since 2013 in recognition of its size and role as a provider of public funds for promoting growth and reducing poverty. It is different from the other IFIs in that its largest flows are the provision of balance of payments support to its member countries, primarily to central banks. As such not all indicators are a direct fit with IMF’s business model, although the indicator scoring guidelines have been made more flexible to recognise different business models. The IMF also provides technical assistance.

The IMF is not an IATI signatory but is covered by the Busan common standard commitments. Its Financial Data Query Tool includes information on cross-country historical financial data since 1984, including IMF members’ quota, reserve tranche position, Special Drawing Rights (SDR) holdings, outstanding credit, projected payments due to the IMF, members’ arrangements and borrowings, and monthly historical transactions with the IMF. In June 2013, the IMF’s Executive Board concluded a review of the Fund’s Transparency Policy. This policy makes disclosure the norm rather than the exception, but does not sufficiently clarify these exceptions or include an independent appeals process.

ANALYSIS

The IMF scores 31.6% and is the second-highest scoring organisation among the agencies not currently publishing to the IATI Standard. It performs well on organisation planning and activity performance information (results, conditions and impact appraisals) as well as the provision of project documents. It scores less well on activity and organisation financial data and it is the only IFI to not score for tenders and unique ID. Of the 22 indicators that take format into account, seven are published in machine-readable formats. The IMF does not score on nine of the 39 indicators.

RECOMMENDATIONS

  • The IMF should join IATI and begin publishing information on its balance of payments loans and technical assistance.
  • The IMF should publish an ambitious implementation schedule, with specific timelines and delivery targets, aiming for full implementation of the IATI Standard by the end of 2015.
  • It should work with IATI to develop specific guidance for IFIs on publishing to the IATI Standard and to ensure that IMF flows can be accurately represented.

IMF lending is not ""aid"" but a ""right of membership provided the need conforms to the Articles and the legitimate government Expand...agrees to the terms of policy reforms and the repayment schedule. The IMF does not prove ""aid"". The institution provides a totally different kind of financial support. The closest thing to an ""aid"" arrangement would be donor funded Technical Assistance Centers where training takes place.

This means that IMF money generally goes to central banks of countries in question as official reserves. As such, mapping IMF loans in recipient countries is through a country’s central bank’s balance sheet, not through its central/general government budget. In summary, this indicator cannot apply to the IMF.
