MOFA scores 17.0%, placing it in the very poor category. It ranks 35^th out of 50 bilateral organisations and trails JICA by 20 percentage points. It performs best on planning information at the organisation level, scoring 50% of the total possible points available, which is just under the Index average of 57%. It is one of only two organisations in the very poor category publishing sub-national location information consistently. However, its activities are missing basic information such as start and end dates, status and unique activity identifiers. MOFA performs poorly for the provision of project documents, financial data on individual activities and performance information (results, conditions and impact appraisals), particularly the latter for which it does not score any points. Of the 22 indicators that take format into account, none are published in machine-readable formats. Overall, MOFA does not score on 23 of the 39 indicators included in the Index.

RECOMMENDATIONS

• MOFA should improve the quality of its IATI publication, so it is current and comprehensive and includes forward-looking budgets, results and conditions data and links to project documents. It should aim to update its IATI files on at least a quarterly basis.
• It should update its implementation schedule so it ambitious, including specific timelines and delivery targets, aiming towards full implementation of the IATI Standard by the end of 2015. It should prioritise any information systems and process improvements required for automated and timely publication of high quality data to IATI.
• MOFA should work with its counterparts in JICA, METI and MOF to ensure that Japan’s IATI publication includes a full picture of all development cooperation activities funded by its principal aid-spending agencies.
