Latvia scores 19.0%, placing it in the very poor category. Although Latvia’s overall score remains low, it has been making some progress year-on-year and outperforms several organisations with larger development cooperation budgets. It ranks 30th out of 50 bilateral organisations. It performs well on organisation-level information, scoring for all indicators apart from country strategy papers. At the activity level, its best performance is on basic activity information but it performs poorly on financial data on individual activities, provision of project documents and performance information (results, conditions and impact appraisals), scoring on only one indicator across all three categories. Of the 22 indicators that take format into account, over one third are published in CSV files, making Latvia one of the few donors in this category to publish information in a machine-readable format. Overall, it does not score on 20 of the 39 indicators.

RECOMMENDATIONS

• Latvia should join IATI and begin publishing to the IATI Standard as soon as possible in order to meet the 2015 deadline. It should publish an ambitious implementation schedule, with specific timelines and delivery targets, aiming towards full implementation of the IATI Standard.
• In the short term, it should use the EU-DEVFIN platform, which aims to enhance EU-13 ODA reporting capacity and systems, to publish current data in accordance with the IATI Standard. It should work to publish directly from its own systems by the end of 2015.
• Latvia should update its OGP National Action Plan to include commitments on aid transparency.
