Portugal scores 26.5%, placing it in the poor category. Although its overall score is still low, it has made improvements since 2013, publishing more information on current activities online. It ranks 27^th out of 50 bilateral organisations. Portugal performs best at the organisation level, publishing financial and planning information consistently. It also received scores well above those of the poor category average for basic activity and classifications information. Portugal performs poorly for financial data on individual activities and provision of related documents, scoring for only three indicators across these sub-groups. It does not score for performance information (results, conditions and impact appraisals). Of the 22 indicators that take format into account, just over half are published in machine-readable formats. Overall, it does not score on 14 of the 39 indicators.

RECOMMENDATIONS

• Portugal should join IATI and begin publishing to the IATI Standard as soon as possible in order to meet the 2015 deadline.
• It should update its implementation schedule so it is ambitious, with specific timelines and delivery targets, aiming towards full implementation of the IATI Standard by the end of 2015.
• Portugal should join OGP. This would be an opportunity to share best practice in open data and open government approaches.
