MOD scores 9.6%, placing it in very poor category, as in 2013. It ranks 42^nd out of the 50 bilateral organisations. It trails DFID by over 78 percentage points and FCO by over 25. It also continues to lag behind the U.S. Department of Defense, the only other defence organisation included in the Index, by 21 percentage points. The MOD does not score for any activity-level indicators as no comprehensive listing of MOD’s development assistance activities could be found. The only financial information available for MOD’s development assistance is the total organisation budget and audit. It does not score on 33 of the 39 indicators included in the Index. MOD did not respond to requests from Publish What You Fund to comment on the survey.

RECOMMENDATIONS

• The MOD should begin publishing to the IATI Standard as soon as possible in order to meet the 2015 deadline. It should work with DFID and the FCO to publish the activities of the Conflict Pool.
• It should work with DFID to publish an ambitious implementation schedule in 2014, with specific timelines and delivery targets, aiming towards full implementation of the IATI Standard by the end of 2015.
• MOD should improve its open data strategy to include its development-related activities.
