Achievements and progress

• BMZ-GIZ is placed in the ‘good’ category for the first time, graduating from ‘fair’. This represents a modest increase of 9.3% on its 2014 Index score.
• It has increased the frequency of its IATI publication to quarterly, compared with less than quarterly in the 2015 Aid Transparency review.
• BMZ-GIZ has begun publishing conditions data to the IATI Registry, although these score poorly in data quality tests.

Challenges and room for improvement

• After initial progress, Germany’s performance has reached a plateau as it is not publishing comprehensive data consistently to the IATI Registry. Internal systems challenges are significantly affecting the quality of its publication.
• Activity budgets, budget documents and impact appraisals are not published at all while others such as results and sub-national locations are not consistently published.
• Forward-looking information on total and disaggregated budgets is only available two years ahead in comparison with three years previously.

RECOMMENDATIONS

• BMZ-GIZ should increase the frequency of its IATI publication to monthly.
• BMZ-GIZ should improve the quality of its IATI publication, in particular for activity related documents and performance data. It should publish a complete organisation file to IATI including its allocation policy and forward-looking budgets for at least three years ahead.
• BMZ should aim to minimise manual data processes and require GIZ to provide its data in the IATI format.
