The Inter-American Development Bank (IADB) provides concessional and non-concessional loans, loan guarantees, grants and technical assistance to middle and lower-income countries in Latin America.

ANALYSIS

Achievements and progress
  • The IADB ranks in the ‘very good’ category for the first time. This also represents strong year on year progress as each year the Bank has improved its performance category.
  • The IADB publishes a full organisation file in the IATI Standard along with sub-national activity locations and activity budgets.
  • A disaggregated three-year forward-looking budget is published to the IATI Registry.
Challenges and room for improvement
  • The organisation budget is available only for the next two years.
  • There is room for improvement in the quality and breadth of activity-level information, especially budgets by quarter, sub-national locations, MoUs, tenders and results.
  • Its data portal does not allow data on development projects to be downloaded and is not published under an open license.

RECOMMENDATIONS

  • The IADB should provide a three years forward-looking budget and should improve the breadth and quality of low scoring activity-level indicators.
  • The IADB should make data on its open aid portal available for free bulk export and under an open licence.
  • It should develop a strategy for internal and external use of its data particularly at country level. It should share good practice with other development finance institutions (DFIs) to help them publish in the IATI Standard or improve their existing publications.

When the IADB shifted to a new standard of disclosure under the Access to Information Policy, requiring the public disclosure of Expand...any information not contained on a list of exceptions, it also set the highest standard of disclosure for key documents sent to the Board of Executive Directors for consideration. This is reflected through the “simultaneous disclosure” of key Board documents (Loan Proposals for SG operations, Country Strategies and Sector Frameworks, among others), which are disclosed to the public at the same time they are distributed to the Board.

In addition, IADB recently launched an Open Data Center (data.iadb.org), which allows for free bulk export of data.

Both platforms that the donor developed are interesting and useful. Nevertheless, they do not make more accesible information about their activities Expand...and it does not allow to download information regarding the projects. They are not developed under an open licence.
