The International Development Association (IDA), a member of the World Bank Group, provides concessional loans, grants, and debt-relief through the Heavily Indebted Poor Countries (HIPC) Initiative and the Multilateral Debt Relief Initiative (MDRI).

ANALYSIS

Achievements and progress
  • For the second successive year the WB-IDA is ranked in the ‘very good’ category and is the highest performing multilateral development bank.
  • The WB-IDA publishes all indicators to the IATI Registry, barring the budget identifier.
  • It has improved its budget information at the activity and organisational level. Disaggregated budgets of three years and activity budgets are now published to the IATI Registry.
Challenges and room for improvement
  • The WB-IDA publishes the organisation budget only for the year ahead.
  • It does not provide any results data.

RECOMMENDATIONS

  • The WB-IDA should aim for monthly publication to the IATI Registry.
  • It should provide forward-looking organisation budget for the next two or three years. It should also start publishing results data.
  • It should share best practice with other World Bank members and develop a strategy for internal and external use of its data by all stakeholders, in particular at country level.

According to the assessment criteria provided, PWYF's assessment would seem to be too low. The World Bank Policy on Access to Expand...Information do contain a presumption of disclosure (section 6) and include an independent appeals process (section 38). Furthermore, in regard to limitations these are a) clearly defined (section 8-17), and can be subject to public interest override (section 18). The 3rd sub-criteria under criteria 2 (limitations) is a not defined 'harm test'. Though 'harm test is not explicitly mentioned in the Bank Policy, each limitation listed is due to commonly accepted considerations in regard to personal information, security, third party information and internal deliberations. In summary the score should be 100, or at least 66.66 if the 'harm test' is in fact a well defined criteria.

The Bank scored on its presumption of disclosure. Although there is an appeals process, see section IV F 36-40, it is Expand...limited and there is no right to appeal certain information items such as those listed in Section II A8 - 14 & 18. Not all the exemptions listed in Section II A8-17 are subject to a harm test, only A15-17 can be harm tested.
