Transparency a precondition for alignment in Haitian reconstruction plans
An interesting article, ‘Five Smart Ways to Rebuild Haiti’, in The Christian Science Monitor by Maguire and Muggah argues that empowerment of Haitian government and institutions is vital in the process of reconstruction.
One of the five recommendations they make is that donors should ‘support the reconstitution of Haitian state institutions through accompaniment, cooperation, and partnership’. From a Publish What You Fund perspective, donor transparency about what resources they are spending is essential. To be able to accompany, co-operate and partner the Haitian government they need to know what donors are doing and planning, and to receive that information in a a way that can map onto other government systems.
