Project Advisory Board

The role of the Project Advisory Board (PAB) is to provide strategic guidance to the DFI Transparency Initiative, to advise the project team on which priority issues to investigate, and to act as a sounding board as the initiative has developed. The PAB is comprised of representatives from development finance institutions (DFIs), civil society organisations, and think tanks, bringing together a wealth of experience and expertise on DFIs operations, transparency, and development. Individuals serve in their personal, not organisational, capacity.

Chair

Robert Mosbacher, Jr. is Chair of Mosbacher Energy Company (MEC), an independent oil and gas exploration and production company in Houston, Texas, and serves as Co-chair of the Consensus for Development Reform. From 2005 to 2009, Robert served as the President and CEO of the Overseas Private Investment Corporation (OPIC). Throughout his career, he has worked to strengthen the role of the private sector in US development. He has been a leading voice behind the BUILD Act, which has helped to reform US development finance, including the creation of the US International Development Finance Corporation (DFC). From 1986 to 2005, he was President and CEO of MEC. Previously, he was Vice Chair of Mosbacher Power Group, an independent electric power developer. Robert is Chair of the Boards of the Initiatives for Global Development, and serves on the Board of the Center for Global Development (CGD) and Devon Energy Company. He previously served on the Boards of the Calpine Corporation and Global Communities.

Board Members

Paddy Carter is the Director of Research and Policy at British International Investment. Paddy is responsible for performing and overseeing research on key development issues relevant to CDC, with the objective of building a robust, evidence-based case for the role of DFIs in economic development. Before joining CDC, he researched foreign aid and development finance for CGD and the Overseas Development Institute. He has a PhD in economics from Bristol University, where he was also a British Academy post-doctoral fellow. Before returning to university to study economics, Paddy was an equities analyst and a financial journalist.

Nadia Daar is Head of Oxfam International’s Washington DC Office and oversees Oxfam’s engagement and advocacy on the World Bank Group and the International Monetary Fund across a range of issues including inequality, public services, climate change, and civic space. Before joining Oxfam, Nadia spent seven years at the Bank Information Center, where she managed the Yemen program and was Policy Manager for the Middle East and North Africa team, promoting transparency, participation and accountability in development finance operations. She has guest lectured at several universities, is a frequent commentator on international financial institutions in major news outlets, and has been a co-host on the EQUALS podcast since 2019. Nadia holds degrees in political science from the University of Toronto and York University.

Aubrey Hruby is Co-Founder of the Africa Expert Network and Insider PR. As an investor in African start-ups, Aubrey has consulted extensively in over 25 African markets and routinely advises senior policy makers and Fortune 500 companies. She is also a Senior Fellow at the Atlantic Council and writes regularly on African business issues for the Financial Times and Axios. She co-authored the award-winning book, “The Next Africa”. Aubrey sits on the Board of Invest Africa USA, the private sector advisory board of the Millennium Challenge Corporation, and two dynamic Nigerian companies. She is a term member of the Council on Foreign Relations and Young Leader at the Milken Institute.

George Ingram is a Senior Fellow in the Global Economy and Development program at the Brookings Institution and also serves as Chair Emeritus of the US Global Leadership Coalition (USGLC). George’s professional career – in Congress, the executive branch, and the non-profit sector – has focused on international economic and development policy. He was recently Co-chair of the Modernizing Foreign Assistance Network and previously worked for Academy for Educational Development, where he became Senior Vice President for public policy and briefly served as Interim President and CEO. He also held positions as Principal Deputy Assistant Administrator at the Agency for International Development (USAID), Vice President of Citizens Democracy Corps, and Senior Staff Member at the House Committee on Foreign Affairs. George serves on the Boards of Eurasia Foundation, the Executive Council on Diplomacy, the Dockery Farm Foundation, and Friends of Publish What You Fund.

Nancy Lee is a Senior Policy Fellow at the Center for Global Development and a Senior Advisor at the Center for Strategic and International Studies. Nancy’s work at CGD focuses on the role of development banks in mobilising private finance and increasing development impact. Previously, she was the Deputy CEO of the Millennium Challenge Corporation, and the CEO of the Multilateral Investment Fund at the Inter-American Development Bank. Nancy also served as the Deputy Assistant Secretary for the Western Hemisphere and for Europe and Eurasia at the US Treasury Department. She is a member of the Council on Foreign Relations and holds a PhD and an MA in economics from Tufts University.

Andrea Ordóñez is the Director of Southern Voice, a network of think tanks devoted to bringing research from the Global South to international debates on the development agenda. Andrea leads the implementation of the network’s strategy and programmes where she focuses on fostering better knowledge systems to support sustainable development. She co-edited the book “Southern Perspectives on the Post-2015 International Development Agenda” with Debapriya Bhattacharya that compiles research on a diversity of development issues by researchers in Africa, Latin America, and Asia. She was previously Research Director at Grupo FARO, a think tank in Ecuador. Andrea serves on the Board of Publish What You Fund.
