U.S. development strategy calls for coordination amongst its agencies
The Cable has obtained and published a leaked copy of the Presidential Study Directive on Global Development (PSD-7). "A New Way Forward on Global Development" highlights the importance of donor coordination in order for aid to be transparent and accountable to recipients.
The document advocates the creation of an interagency "development policy committee" which may take the planning and coordinating responsibilities out of the State Department.
The development community has been strongly advocating for more autonomy for the United States Agency for International Development (USAID) and for a cabinet level seat along with State, Defence and Treasury; both of which may be the case with the document stating the USAID administrator will participate in such meetings “when appropriate”.
