China International Development Cooperation Agency
Overview
The China International Development Cooperation Agency (CIDCA), established in 2018, is a vice-ministerial agency under the State Council. It is responsible for strategic planning and coordination of China’s foreign aid, including the approval and evaluation of major projects, rather than their direct implementation. Before the 2024 Index, the Aid Transparency Index assessed China’s Ministry of Commerce. CIDCA is not an IATI member and does not publish IATI data.
This agency chose not to participate in the 2026 Aid Transparency Index accreditation process. It has been included so that the Index continues to rank and apply advocacy pressure to the world’s largest aid and development agencies. It was subject to the same assessment and scoring approach as those agencies which participated in the accreditation process. More details of the approach are given in the FAQs section. Publish What You Fund only provides a full profile, including recommendations and a detailed breakdown of indicator scores, for those agencies that have undergone the full accreditation process.
