Spanish Agency for International Development Cooperation
Overview
The Spanish Agency for International Development Cooperation (AECID) is responsible for implementing the majority of Spain’s development cooperation, including bilateral programmes, funding civil society organisations, and humanitarian action. The Secretariat of State for International Cooperation (SECI), within the Ministry of Foreign Affairs, European Union and Cooperation, sets the strategic direction of Spain’s development policy. AECID aims to promote a social, economic and ecological transition, with priority areas including action on hunger and climate change, health, education, water and sanitation, and the rights of women and girls. AECID is not an IATI member but has published IATI data since November 2011.
Analysis
AECID recorded the largest increase in the 2026 Index, gaining 57.7 points compared with 2024 and moving from the ‘Very Poor’ to the ‘Good’ category. Publication was less than quarterly, but it's score improved across all five components, demonstrating a renewed commitment to transparency. Its return to IATI publication formed part of AECID’s wider digital transformation and was accompanied by the launch of its Open Data Portal in May 2026.
AECID scored well for the organisational planning component, publishing all of its organisational documents, such as an organisational strategy, annual report, audit report, and allocation and procurement policies, to IATI. While it did publish country strategy documentation to IATI as well, AECID lost points here as these were not available for all the countries that it works in.
AECID gained the most points for finance and budgets, publishing data to IATI for six of the seven indicators. It scored particularly well for project budgets, disaggregated budgets, commitments, disbursements and expenditures, budget alignment and total organisational budget, for which it published a three-year forward-looking institutional budget. It lost points for project budget documents because these were not available through IATI or in other formats.
While AECID’s score for project attributes increased by over 11 points, it still fell below average for this component. It published excellent data to IATI for titles, descriptions, dates, project status, contact details, sectors, and unique ID, scoring full points for all of these indicators. However, it lost points for conditions as it failed our data quality checks. The only indicator it did not publish any IATI data for was locations, which was not found in other formats, so scored zero.
AECID improved on joining-up development data by nearly 15 points, scoring slightly above average, as it re-started publication of key information for this component. It published information to IATI for seven of the nine indicators, scoring particularly well on aid, financial and flow types, as well as tied aid status. AECID also started publishing recognised organisational references for close to 100% of its activities, scoring full points for two out of the three networked data indicators. However, it continues not to publish any procurement data to IATI. We did not find any contracts or tenders in other formats online.
AECID improved its performance score by nearly four points compared with the 2024 Index, when it scored zero. However, this remained its weakest component. It published only one of the four indicators — objectives — to IATI, on which it scored relatively well. Pre-project impact appraisals, results, and reviews and evaluations were not available through IATI or on its website or project portal.
Recommendations
- AECID should ensure that up-to-date country strategy documentation is consistently available for all countries in which it works.
- AECID should publish project budget documents to IATI, addressing the remaining gap in its finance and budgets component.
- AECID should improve the completeness of its project-level information by publishing location data and ensuring that conditions information meets the relevant requirements.
- AECID should start disclosing procurement information, including contracts and tenders. As no contracts or tenders were found in other formats, publishing this information through IATI would address a significant remaining gap in its data.
- AECID should substantially strengthen its publication of performance information, particularly pre-project impact appraisals, results, and reviews and evaluations. These were not available through IATI or other formats, and expanding publication beyond objectives would address its weakest-scoring component.
Deep Dive
Component and overall scores are calculated using unrounded indicator scores. Individual indicator scores are rounded to one decimal place and may therefore not sum exactly to the displayed totals.
