United Kingdom, Foreign, Commonwealth & Development Office
Overview
The Foreign, Commonwealth & Development Office (FCDO) is the UK government’s lead department for international development and official development assistance. It was formed in September 2020 through the merger of the Foreign and Commonwealth Office (FCO) and the Department for International Development (DFID). The UK became an IATI member in 2008. DFID first published IATI data in January 2011, and FCDO began publishing under its current name in September 2020. An FCDO representative became Chair of the IATI Governing Board in 2026.
FCDO has archived FCO’s IATI organisation file but continues to update legacy FCO and DFID activities, as well as its renamed organisation file. The Index compares FCDO’s performance with DFID’s in earlier editions because most of the relevant activities, data-management arrangements and publication systems were previously managed by DFID.
This agency chose not to participate in the 2026 Aid Transparency Index accreditation process. It has been included so that the Index continues to rank and apply advocacy pressure to the world’s largest aid and development agencies. It was subject to the same assessment and scoring approach as those agencies which participated in the accreditation process. More details of the approach are given in the FAQs section. Publish What You Fund only provides a full profile, including recommendations and a detailed breakdown of indicator scores, for those agencies that have undergone the full accreditation process.
